Windows 7 Power Management for Electricity Power Shortage

Today i am going to look into Windows 7 and give some advices and tips for the world specially to for third world countries, which are facing Electricity Power shortage. Same like in Pakistan, there is big issue of Electricity Power Shortage. The Windows 7 definitely helps via power management in reducing the electricity consumptions.
Today even developed countries are showing their intention to preserve and consume less electricity via different sources, bulb and tube lights are replaced by energy saver bulbs and conventional chargers are replaced by rapid chargers. Even people use the car mobile charges more than chargers at home. So the knowledge has been spread all over the world that they have to save energy in order to keep the world green and environmentally clean.
Now coming toward the Windows 7 on PC and laptops. The question how much PC and laptop uses the Electricity? If the PC are not turned off at night and they are kept alive 365 days a year it will consumes double then if they are kept on hibernation.
Now with Windows XP and Windows 2000 hibernate feature, it really does not matter a lot because on back end, the operating system still on running condition and if u just click the operating system will be back online. But not in Windows 7, as if the Windows 7 kept on Hibernation the Windows 7 goes almost near to shut down and take almost same time as it will take while booting.
So Hibernation of Windows 7 should be adopted by every single user in the country specially in Pakistan.
- Try to keep the PC and laptop off at night rather than keeping it on hibernation,a s hibernation still requires energy.
- use Hibernate option and keep it on 45 min and for the standby time, set the time at 15 mins so that the machine will be on minimum resource usage.
- Use Blank Screen saver rather than having animated or 3D affects screen savers.
I am sure that if users who lives in the country, where there is Electricity Crises, these three steps will help not only to the individual but to the country as well.
